This bill establishes a five-year pilot program through the Office of Personnel Management (OPM) designed to help veterans find employment in federal land management agencies. The program will create a systematic approach to recruiting veterans for various career fields like outdoor recreation management, firefighting, ecology, engineering, and other technical roles across agencies such as the Forest Service, National Park Service, and Bureau of Land Management. Veterans will be required to take specialized tests to assess their strengths and abilities for specific positions, and the OPM will develop guidance for these assessments. If a veteran demonstrates the necessary skills, they may receive a noncompetitive appointment to a position; if not, they will be referred to training programs to help them develop the required capabilities. The Director of OPM will consult with the Secretaries of Veterans Affairs, Interior, and Agriculture to implement the program and will be required to submit annual reports to congressional committees about its progress. The program aims to create more pathways for veterans to secure meaningful employment in federal land management roles by recognizing their unique skills and providing targeted support for their career development.
