This bill directs the New York Canal Corporation to create a comprehensive chart of the Oswego and Mohawk river basins by June 30, 2027, using advanced mapping technologies like the Hydrologic Engineering Center River Analysis System (HEC-RAS) and LiDAR measurements. The chart will identify, map, and model normal and flood water flows across these watersheds, which include rivers, streams, creeks, lakes, reservoirs, and surrounding drainage areas that flow into Lake Ontario and the Hudson River, respectively. The Canal Corporation must update this chart every five years, ensure its accuracy, and make it publicly accessible by providing digital files to county clerks and displaying it at division offices and on their website. By July 1, 2027, the Canal Corporation is required to submit a detailed report of their findings to key state government leaders, including the governor, senate and assembly leaders, and minority leaders, with the goal of improving understanding and management of water flows in these important upstate New York river basins.
