This bill establishes a three-year pilot program to create a specialized assistance hotline for individuals with intellectual and developmental disabilities who have complex behavioral needs. The hotline will be available 24/7 via a toll-free telephone number and video relay service, ensuring accessibility for people who are deaf, hard of hearing, or have speech disabilities. The hotline will be staffed by trained employees who can help individuals or their parents/guardians access services, receive referrals, and obtain general information about available support. To maximize accessibility, the hotline will be available in English and the six most common non-English languages in New York State, based on recent census data. At the conclusion of the three-year pilot program, the commissioner is required to submit a comprehensive report to the governor, the assembly speaker, and the senate president, evaluating the effectiveness of the program. The bill will take effect 90 days after becoming law, with immediate authorization for developing necessary regulations.
