This bill establishes a temporary blue-ribbon commission to study and make recommendations for improving New York state's service delivery system for individuals with intellectual and developmental disabilities (I/DD). The commission will consist of 15 members appointed by the governor, including at least one-third consumer representatives (people with I/DD, their parents, or guardians), and will be chaired by the commissioner of the Office for People with Developmental Disabilities. The commission's comprehensive study will explore critical areas such as direct care workforce recruitment and retention, person-centered supports that reduce racial and socioeconomic disparities, technological infrastructure needs, evolving service requirements for individuals with I/DD (especially those with complex behavioral health needs), housing opportunities that support independent living, and strategies for increasing competitive employment for people with I/DD. Within 15 months of the act's effective date, the commission must submit a detailed report to the governor and state legislative leaders with specific recommendations for systemic reforms. The commission is a temporary body that will be automatically repealed two years after becoming law, ensuring a focused and time-limited investigation of these important service delivery challenges.
