This bill establishes a comprehensive housing navigation services program for individuals with intellectual and developmental disabilities (I/DD) in New York State. The bill requires the state office to create housing navigation services that include developing personalized housing action plans, supporting individuals in applying for assistance programs, coordinating housing transitions, and crafting housing sustainability plans. The commissioner will develop a statewide curriculum to train housing navigators, with the option to contract with experienced entities for curriculum development. A diverse task force will be established to oversee implementation, consisting of representatives from various state agencies and professionals with expertise in affordable housing, banking, and services for people with I/DD. The task force will meet at least three times annually and have responsibilities including coordinating service access, creating public awareness resources, recommending training programs, measuring service outcomes, and exploring potential expansion of services to other care systems. Additionally, the bill authorizes the commissioner of health to submit federal waivers to support high-quality housing navigation services and requires the commissioner of the office for people with developmental disabilities to include progress and effectiveness information about these services in the statewide comprehensive plan. The act is set to take effect on April 1, 2027.
