This bill directs the New York State Department of Transportation to conduct a comprehensive traffic and planning study focused on transforming the eastern end of the Harriman State Office Building campus in Albany. The study aims to improve campus accessibility from the city of Albany, better integrate the campus into the urban landscape, and create opportunities for mixed-use development, green spaces, and multi-modal transportation. Specifically, the study will explore the challenges, opportunities, costs, and environmental impacts of relocating the Wadsworth Laboratory and potentially creating a research and technology hub that connects with existing institutions like the State University at Albany, Albany NanoTech Complex, and SUNY Emerging Technology & Entrepreneurship Complex. The bill requires the department to examine potential for private sector research and development, including the possibility of generating taxable property and relocating the University at Albany School of Public Health to the campus. Within one year of the act's effectiveness, the Department of Transportation must submit a detailed report to the governor, senate president, and assembly speaker, including study findings, potential short-term and long-term implementation actions, estimated costs, and recommendations for further development.
