This bill provides increased flexibility for local school boards in North Carolina regarding school calendar scheduling by removing previous restrictions on school start and end dates. Specifically, the bill eliminates the existing requirement that schools must start no earlier than the Monday closest to August 26 and end no later than the Friday closest to June 11. Local boards of education will now have full discretion in determining opening and closing dates for their schools, including year-round schools. The bill also modifies reporting requirements, removing the need to identify specific exceptions for earlier start dates when reporting school calendars to the State Board of Education. Additionally, the bill adjusts provisions for remote instruction days, allowing public school units in counties that have historically experienced frequent school closures due to emergencies to use up to 15 remote instruction days (or 90 remote instruction hours), while other school units can use up to 5 remote instruction days (or 30 remote instruction hours). These changes will take effect for the 2025-2026 school year, giving local school boards more autonomy in designing their academic calendars while maintaining existing limits on teacher workdays and other core scheduling requirements.
