The bill also introduces a significant accountability measure: if a participating agency fails to process a permit within its designated deadline, it must refund all fees paid by the applicant. The secretary of administration is authorized to establish specific processing deadlines and fees through legislative rules, with the goal of making West Virginia's permitting process the most efficient and business-friendly in the nation.
