This bill requires each state agency to develop and implement a comprehensive five-year accessibility plan to ensure full and equal access for persons with disabilities. The plan must detail the steps agencies are taking to improve physical, digital, and programmatic accessibility, including specific projects and upgrades planned over the next five years. Agencies must consult with the chief disability officer to create the plan, which will outline improvements to facilities, services, programs, and communication methods. By December 31, 2026, agencies must post a proposed plan online and seek public input, with a final plan to be published by March 15, 2027. The bill also mandates annual progress reports and triennial plan updates, and requires agencies to post a web accessibility statement and complaint mechanism. If an agency fails to develop a plan, the chief disability officer will provide best practices and publicly document the agency's non-compliance. The Metropolitan Transportation Authority will be invited to participate in this accessibility planning process, with the ultimate goal of making state services more inclusive and accessible to people with disabilities.
