This bill appropriates $15 million from the state's general fund in fiscal year 2026 to the Minnesota Department of Employment and Economic Development for a grant to WE WIN Institute, Inc., a 501(c)(3) nonprofit organization located in Minneapolis. The grant is specifically intended to support the organization's continued renovation of its existing facilities and potential acquisition of an additional property to provide academic, social, and culturally specific programming and food services for Black students. The funds can be used for property acquisition, predesign, design, construction, furnishing, equipping, and renovation of the WE WIN facilities. The appropriation is one-time, will remain available until the project is completed or abandoned, and is in addition to a previous appropriation made in 2023. The bill specifies that the funding is meant to help WE WIN Institute expand its community support and create additional meeting and gathering spaces for community-based organization partnerships. The provision becomes effective the day after it is enacted.
