This bill establishes medical assistance coverage for violence prevention services in Minnesota, effective January 1, 2026. The bill defines violence prevention services as interventions aimed at promoting improved health outcomes, preventing injury and recidivism, and reducing the likelihood of individuals involved in community violence perpetuating further violence. Providers of these services must be certified by the Health Alliance for Violence Intervention or an equivalent accrediting organization, and their professionals must meet specific qualification standards. To be eligible for these services, recipients must have received medical treatment for a violence-related injury or be experiencing symptoms from violence exposure, and must be referred by a qualified healthcare practitioner. The services covered include screening, assessment, peer support, counseling, mentorship, conflict mediation, crisis intervention, patient education, discharge planning, and care coordination. The bill sets an initial reimbursement rate of $25 per 15-minute service unit, with annual inflation adjustments. Additionally, the bill requires the commissioner of human services to submit two reports (in February 2028 and 2029) detailing the implementation and effectiveness of violence prevention services, including provider information, health care savings, client goal achievement, and recommendations for future improvements.
