This bill establishes an ambulance operating deficit grant program to help ambulance service providers address revenue shortfalls. The program creates a special revenue account to provide financial assistance to eligible ambulance licensees experiencing operating deficits. Eligible applicants must be licensed ambulance services that have verifiable operating deficits, with several important exclusions: services providing specialized life support are ineligible, single-license holders in areas with high response density cannot apply, and services in or affiliated with certain metropolitan areas (Duluth, Mankato, Rochester, St. Cloud, and some metropolitan counties) are generally disqualified.
