This bill requires public utilities that own coal-fired electric generation facilities located in the Mississippi River - St. Cloud Watershed and scheduled for retirement in 2027 and 2031 to submit a comprehensive decommissioning and repurposing plan. Specifically, the utility must provide this plan as part of their next resource plan filing to the Public Utilities Commission (PUC), but no later than February 1, 2027. The plan must outline, to the extent possible, how each unit of the facility will be repurposed. Additionally, the utility must simultaneously provide a copy of this plan and its associated timeline to the local municipal governing body where the electric generation facility is located. If no resource plan is filed before the February 1, 2027 deadline, the utility must submit the decommissioning and repurposing plan as a separate filing to both the PUC and the municipality. This bill aims to provide transparency and advance planning for the retirement of coal-fired power plants in a specific watershed region of Minnesota.
