This bill appropriates $8 million in state bond proceeds to St. Louis County for the preservation and expansion of the St. Louis County Heritage and Arts Center (also known as the Depot) located in Duluth. The funding will support predesign, design, construction, and renovation work focused on replacing or improving mechanical, electrical, heating, ventilation, air conditioning systems, and life-safety building elements. Importantly, the state funding is contingent upon St. Louis County first securing at least $5,671,000 in non-state funding sources. The commissioner of management and budget is authorized to sell and issue state bonds up to $8 million to provide the funding, following standard state bonding procedures outlined in Minnesota Statutes and the state constitution. The bill becomes effective immediately after its final enactment, allowing the county to proceed with its heritage and arts center improvement project.
