Second, the bill prohibits insurance companies from discriminating against living organ donors by refusing insurance, limiting coverage, or charging higher rates solely based on their donor status. Third, the bill provides paid leave for state employees who serve as living organ or bone marrow donors, allowing full-time state employees up to 30 days of paid leave for organ donation and 7 days for bone marrow donation, with similar prorated provisions for part-time employees. Employees must have been continuously employed for at least 12 months to qualify, and this leave is additional to other forms of leave, cannot be used for retirement calculations, and has no cash value upon employment termination. The bill requires state agencies and educational institutions to report annually on the organ donation leave program, and the insurance non-discrimination provisions will apply to various types of insurance policies, taking effect 30 days after becoming law.
