This bill establishes a temporary Firearm Surrender Order Compliance Working Group to develop a uniform process for ensuring compliance with court orders requiring individuals to surrender firearms. The working group will consist of 19 members representing various stakeholders, including law enforcement, judicial officials, victim advocacy organizations, mental health professionals, and firearms experts. The group's primary responsibilities include defining a statewide compliance model that ensures accountability for respondents and defendants while protecting victims' safety, determining how this model would work in both Family and Criminal Court Divisions, assessing necessary resources and capacity, and consulting with domestic violence and firearms experts. The working group will be supported by the Office of the Attorney General and is required to submit a report with recommendations to the House and Senate Judiciary Committees and the Joint Legislative Justice Oversight Committee by November 15, 2025. The group will meet no more than six times per year, with the first meeting to occur by June 1, 2025, and will officially cease to exist on January 15, 2026. Members who are not state employees will be eligible for compensation and expense reimbursement for their participation.
