This bill modifies Minnesota's medical assistance program by establishing new requirements for dispensing fees related to prescription drug coverage. Specifically, the bill requires prepaid health plans and county-based purchasing plans to pay a dispensing fee for pharmacy services that is at least equal to the fee established in another section of Minnesota statutes (section 256B.0625, subdivision 13e, paragraph (a)). This means that when these health plans provide prescription drug coverage for eligible persons under Minnesota's medical assistance programs, they must compensate pharmacies with a minimum dispensing fee set by the state. The bill also maintains existing provisions allowing the commissioner of human services to exclude or modify prescription drug coverage in managed care contracts to increase state savings and collect additional drug rebates. The new dispensing fee requirement will become effective on January 1, 2026, or upon federal approval, whichever occurs later, with the commissioner required to notify the revisor of statutes once federal approval is obtained.
