This bill makes adjustments to mental health grant programs and appropriates funds for planning a locked psychiatric residential treatment facility (PRTF). Specifically, the bill reduces funding for child mental health grants from $37,934,000 to $37,834,000 and modifies psychiatric residential treatment facility start-up grants, decreasing the amount from $1,000,000 to $900,000 in fiscal year 2025. The bill also appropriates $100,000 in fiscal year 2026 to the Direct Care and Treatment executive board specifically for planning the build-out of a locked PRTF. The executive board is required to submit a detailed report by March 1, 2026, to legislative committee chairs, which must include information about potential location risks and benefits, estimated construction and maintenance costs, and potential revenue recovery from medical assistance, MinnesotaCare, and private insurance. The bill maintains a grant of $2,000,000 to the African American Child Wellness Institute for culturally specific mental health services and sets a base level general fund adjustment of $34,648,000 for fiscal years 2026 and 2027. Both sections of the bill become effective the day following final enactment.
