Law enforcement procedures must be approved by the chief law enforcement officer or at least two delegated officers. The manuals cannot include information classified as non-public data, ensuring transparency while protecting sensitive information. The bill defines "fee or assessment" broadly to include various charges directly paid to the county or city, such as service fees, licensing costs, recording taxes, and special assessments, but excludes standard property taxes.
