This bill proposes a constitutional amendment to expand voting rights for property owners in Minnesota. Specifically, the amendment would allow non-resident owners of agricultural land, nonhomesteaded and noncommercial real property, or small business properties to vote in local levy or bond referendums in the precinct where their property is located, even if they do not live in that precinct. Currently, voters must be 18 years old, a U.S. citizen for three months, and a resident of the precinct for 30 days to vote. The proposed amendment would create an exception to these residency requirements for property owners, enabling them to participate in local financial decisions that directly impact their property. If approved by voters in the 2026 general election, this change would modify Article VII, Section 1 of the Minnesota Constitution. The ballot question will ask voters whether they support allowing non-resident property owners to vote on local levies and bond referendums in the precinct where their property is situated.
