This bill establishes a Prostate Cancer Control Program in North Carolina by appropriating $2 million in recurring funds for each of the fiscal years 2025-2026 and 2026-2027 to the Department of Health and Human Services, Division of Public Health. The program will provide free or low-cost prostate cancer screenings and follow-up services to eligible men who meet specific criteria: they must be uninsured or underinsured, not covered by Medicare Part B or Medicaid, and fall within certain age and family history parameters. Specifically, men aged 50-70 without a family history of prostate cancer, or men aged 40-70 with a family history (defined as having a first-degree relative who was diagnosed with, developed, or died from prostate cancer, or has associated genetic or cancer risks), are eligible. Additionally, participants must have a household income below 250% of the federal poverty level. The program aims to increase access to prostate cancer screening for vulnerable populations, and it will become effective on July 1, 2025.
