This bill establishes a pilot program for creating a more efficient web-based administrative system for nonemergency medical transportation (NEMT) in Minnesota. The program, to be implemented by January 1, 2026, will be run by the commissioners of human services and transportation and will operate in at least two non-metropolitan counties for three years. The proposed web-based system must include several key features: two-way communication between payers and transportation providers, real-time trip monitoring and scheduling for clients, instant eligibility verification, on-demand reporting, faster payments for transportation providers, and a mechanism for collecting client feedback about transportation services. Specifically, the system will allow clients and advocates to track rides in real-time, determine service levels instantly, and provide a way to submit complaints about transportation mode assignments or service quality. The commissioners are required to submit annual reports to legislative committees about the pilot program's progress, beginning February 1, 2027. The goal appears to be improving the efficiency, transparency, and user experience of nonemergency medical transportation services for patients covered under medical assistance and MinnesotaCare programs.
