Bill Summary

This bill requires the Office of Homelessness Prevention (OHP) in the Department of Community Affairs to contract with a county agency or nonprofit in each county of the State that administers homelessness programs to issue personal identification, in a form and manner as determined by the director, and to coordinate provision of copies of birth certificates to individuals experiencing homelessness. A county agency or nonprofit is to be permitted to directly access and issue a birth certificate maintained by the State Office of Vital Statistics and Registry and shall notify the State Office of Vital Statistics and Registry of each issuance. This bill appropriates $2 million from General Fund, which shall be divided among the contracted county agencies or nonprofits pursuant to the bill, prorated based on the homeless population of each county, to the Office of Homelessness Prevention in the Department of Community Affairs, to effectuate the purposes of the bill.

AI Summary

This bill expands the responsibilities of the Office of Homelessness Prevention (OHP) within the Department of Community Affairs to include helping individuals experiencing homelessness obtain personal identification and birth certificates. Specifically, the OHP will now be required to contract with a county agency or nonprofit in each county to issue personal identification and coordinate obtaining birth certificates. These agencies will be permitted to directly access and issue birth certificates from the State Office of Vital Statistics and Registry, with the requirement that they notify the office of each issuance. The bill appropriates $2 million from the General Fund to support these efforts, with funding to be distributed among the contracted agencies based on the homeless population in each county. This new provision aims to address a significant barrier faced by homeless individuals, who often struggle to obtain essential identification documents needed to access services, employment, housing, and other critical resources. By facilitating easier access to identification, the bill seeks to help individuals experiencing homelessness take steps towards stabilizing their lives.
