This bill provides $13,287,000 in state bond funding for the city of Excelsior to support a comprehensive public infrastructure reconstruction project. The appropriation will fund street reconstruction and replacement of publicly owned infrastructure, including water mains, storm sewers, sanitary sewers, curbs, gutters, and related improvements, in line with the city's Pavement Management Plan. The bill allows for the funding to cover expenses related to predesign, design, engineering, right-of-way acquisition, and construction. Importantly, any infrastructure-related expenses the city has already incurred prior to the bill's effective date can be counted toward the required non-state matching funds. The Minnesota commissioner of management and budget is authorized to sell and issue state bonds up to $13,287,000 to provide these funds, following standard state bonding procedures outlined in Minnesota Statutes and the state constitution. The bill will take effect the day after it receives final legislative approval.
