This bill requires cities receiving local government aid to dedicate a specific portion of their aid to urban renewal projects focused on pre-1940 housing improvements. Under the proposed legislation, cities must calculate their dedicated housing improvement funds by multiplying their pre-1940 housing percentage (as defined in another statute) by their total city formula aid amount. The funds can be used for various housing upgrades, including utility infrastructure improvements, electrical and plumbing updates, insulation enhancements, and improvements to heating, cooling, and efficiency systems. Cities can use these funds directly for projects or provide them as grants or low-interest loans to property owners. If the calculated amount is less than $100, no dedicated funds are required. The bill specifies that this housing improvement funding is supplemental to any existing housing program funding from other sources, and the provisions will take effect for aids payable in calendar year 2025 and subsequent years.
