Bill Summary

AN ACT to amend the real property tax law, in relation to increasing the combined household income limit for eligibility for a senior citizen rent increase exemption (SCRIE), disability rent increase exemption (DRIE), senior citizen homeowners' exemption (SCHE), and disabled homeowners' exemption (DHE) on the basis of the consumer price index; to amend part U of chapter 55 of the laws of 2014, amending the real property tax law relating to the tax abatement and exemption for rent regulated and rent controlled property occupied by senior citizens, in relation to the effectiveness thereof; and to amend chapter 129 of the laws of 2014, amending the real property tax law relating to the tax abatement and exemption for rent regulated and rent controlled property occupied by persons with disabilities, in relation to the effectiveness thereof

AI Summary

This bill proposes to adjust the maximum income thresholds for eligibility for several tax relief programs for seniors and individuals with disabilities, including the Senior Citizen Rent Increase Exemption (SCRIE), Disability Rent Increase Exemption (DRIE), Senior Citizen Homeowners' Exemption (SCHE), and Disabled Homeowners' Exemption (DHE). Currently, these income limits are set at specific dollar amounts, but this bill would allow these limits to automatically increase each year based on any rise in the Consumer Price Index (CPI), which is a measure of inflation. The CPI is published by the U.S. Bureau of Labor Statistics and reflects changes in the prices of goods and services. The bill specifies which regional CPI to use depending on the location of the housing accommodation, with a particular index for New York City and surrounding counties, and another for the broader Northeast Region. This adjustment aims to ensure that the real value of these exemptions is maintained over time, preventing inflation from eroding their benefit for eligible individuals. The bill also makes technical changes to the effective dates of related laws.
