This bill requires the Peace Officer Standards and Training (POST) Board to develop a comprehensive model policy for safe traffic stops by December 31, 2025, in consultation with law enforcement agencies, safety experts, and community organizations. The bill mandates that the model policy address critical areas such as minimizing risks during traffic stops, de-escalation techniques, communication protocols, preventing racial profiling, and handling stops involving individuals with disabilities or mental health challenges. The POST Board must also revise the preservice curriculum for peace officers to align with this new model policy, including instruction on best practices, legal standards, role-playing exercises, and community engagement. Additionally, the bill establishes new continuing education requirements for peace officers, mandating periodic training on policy updates, de-escalation techniques, legal changes, and scenario-based learning. Law enforcement agencies will be required to adopt policies identical or substantially similar to the model policy by September 1, 2026. To support these efforts, the bill appropriates $200,000 in fiscal year 2025 and $500,000 in fiscal year 2026 from the general fund to the POST Board for developing and implementing the new policy, curriculum, and training requirements.
