This bill modifies the definition of "employee" under Minnesota's earned sick and safe time law by adding a new category of workers who are excluded from the definition. Specifically, the bill adds that a person appointed to serve on a board or commission of a governmental subdivision or an instrumentality thereof is not considered an employee for the purposes of earned sick and safe time. The existing law already excludes several types of workers from the employee definition, such as independent contractors, volunteer and paid on-call firefighters and ambulance personnel, elected officials, and individuals working on a farm for 28 days or less per year. The bill essentially renumbers the existing exclusions to accommodate the new category of board and commission appointees. This change means that individuals serving on governmental boards or commissions would not be eligible for earned sick and safe time under this law, potentially limiting their employment benefits in certain governmental roles.
