This bill appropriates $250,000 from the general fund to the Minnesota Commissioner of Agriculture in fiscal year 2026 to conduct a comprehensive assessment of messenger RNA (mRNA) treatments in livestock. The commissioner is required to collaborate with the University of Minnesota Veterinary Medical Center or other agreed-upon research entities, as well as the Commissioner of Health, to develop a fact- and science-based report. The assessment will examine the risks and benefits of mRNA treatments in livestock, including an investigation of current commercial applications and ongoing public research trials. By January 15, 2026, the commissioner must submit the completed assessment along with any corresponding policy recommendations to the chairs and ranking minority members of the legislative committees responsible for agricultural oversight. The goal of this bill appears to be gathering objective information about the use of mRNA technologies in livestock to inform potential future policy decisions.
