This bill provides a state appropriation to eliminate the current waiting lists for Medicaid home and community-based services (HCBS) waivers during fiscal year 2025-2026. Specifically, the bill allocates sufficient funds from the state's general fund to the Department of Health and Human Services to remove all individuals from the HCBS waiver waiting lists as of June 30, 2025. The funding amount will be calculated by a Medicaid forecasting group composed of staff from the Department of Health and Human Services, the Department of Management, and the Fiscal Services Division of the Legislative Services Agency. The forecasting group is required to document the total appropriation amount and the number of individuals removed from waiting lists in their first published report of the fiscal year beginning July 1, 2025. HCBS waivers are special Medicaid programs that allow individuals with disabilities or chronic conditions to receive care and support services in their home or community, rather than in institutional settings like nursing homes, which can be more expensive and less personal.
