This bill establishes the Kentucky Emergency Volunteer Corps (KEV Corps) as a new unarmed volunteer unit within the Kentucky State Defense Force, designed to provide trained volunteer support during emergency situations. The KEV Corps will consist of Kentucky residents aged 18-64 who have a high school diploma, pass a background check, complete basic training, and maintain ongoing certifications. Volunteers will receive comprehensive training including constitutional knowledge, first aid, emergency communications, physical training, and other skills deemed necessary by the adjutant general. The corps will be supervised by local emergency management directors and can be deployed during severe weather, earthquakes, declared emergencies, and other crisis situations at the discretion of local or state emergency management officials. Importantly, KEV Corps members will not have law enforcement powers, cannot carry weapons, and cannot make arrests. The bill also creates a dedicated trust fund in the State Treasury to support the corps, with money coming from state appropriations, donations, and grants, which can be used for uniforms, training, emergency supplies, and promotional materials. The volunteers will wear a standardized uniform including khaki pants, a KEV Corps logo shirt, a reflective safety vest, and sturdy footwear, and will be required to attend monthly training and an annual week-long training session to maintain their skills and readiness.
