This bill directs the commissioner of the Office of Mental Health to create and operate a specialized mobile application designed to support law enforcement personnel, first responders, active and non-active-duty service members, and veterans in New York State. The application will be developed through a competitive bidding process and must provide New York-specific educational resources, support services, and direct access to state agency programs. The mobile app will be required to offer features such as links to relevant state resources, a consistent workflow for increasing awareness of available programs, and the ability for state agencies to interface directly with users. The selected mobile developer must provide regular, anonymized usage reports to state legislative leaders, including metrics like user engagement, resource information seeking, daily and monthly usage, and average app usage time. Importantly, the developer is prohibited from selling or improperly sharing users' personal information and must protect user privacy. The bill is set to take effect on the first of April following its passage, with the department required to issue a request for proposals within 180 days of becoming law.
