This bill modifies the existing CalWORKs (California Work Opportunity and Responsibility to Kids) Home Visiting Program, which supports low-income pregnant and parenting individuals and their infants. The bill clarifies that home visiting services should not exceed the duration of the specific home visiting program model being used. It allows voluntary participants who have been removed from the CalWORKs assistance unit or have exited the program to continue receiving home visiting services for up to 12 months or until the home visiting program is completed, whichever is sooner. The program remains voluntary for both counties and participants, and is designed to support positive health, development, and well-being outcomes for families in poverty. The bill maintains the program's focus on providing high-quality, evidence-based, and culturally competent services to pregnant individuals, parents, or caretaker relatives with children under 24 months old (with some flexibility for counties to serve children up to 36 months with departmental approval). Participation in the program will not affect a family's aid application or eligibility for other CalWORKs benefits, and the services are meant to help families improve their future educational, economic, and financial opportunities.
