This bill allows the Counties of Alameda and Los Angeles to implement a specific program for disposing of abandoned recreational vehicles (RVs) valued at $4,000 or less, effective until January 1, 2030. Under the program, public agencies must follow a detailed process that includes attaching a notice to the RV at least 72 hours before removal, notifying the Stolen Vehicle System, obtaining owner information from the Department of Motor Vehicles, and sending a certified notice to registered owners within 48 hours of removal. The bill requires that owners have 30 days to claim their vehicle and provides a hearing process for owners to contest the removal. If the RV is determined not to be inoperable or a public safety hazard, the public agency will be responsible for towing and storage costs. The bill also mandates that local agencies annually report data about removed RVs, including the number of RVs removed and the number of people found in them. A "recreational vehicle" is defined according to the Health and Safety Code, and "inoperable" means the vehicle can only be moved by a tow truck. The Legislature justifies this bill as necessary to address the unique needs of Alameda and Los Angeles Counties in managing abandoned RVs.
