This bill allows the Counties of Alameda and Los Angeles to implement a specific program for disposing of abandoned recreational vehicles (RVs) valued at $4,000 or less until January 1, 2030. Under the bill, public agencies must follow a detailed process before removing and disposing of an RV, which includes attaching a notice to the vehicle at least 72 hours before removal, notifying the Stolen Vehicle System, and sending a certified notice to the registered owners within 48 hours of removal. The bill requires that owners have 30 days to claim their vehicle and provides a hearing process for owners to contest the removal. If an RV is deemed inoperable or poses a public safety hazard, it can be disposed of by a licensed dismantler or scrap processor after the 30-day claim period. The bill also mandates that local agencies annually report data about removed RVs, including the number of vehicles removed and the number of people found in the vehicles. Importantly, if it is determined that the RV was not actually inoperable or a hazard, the public agency becomes responsible for towing and storage costs. The legislation is specifically tailored to address the unique challenges of abandoned RVs in Alameda and Los Angeles Counties.
