This bill amends existing California law to provide local government agencies with additional methods for enforcing administrative fines and penalties, particularly for violations related to cannabis activity, housing standards, and fire hazards. Specifically, the bill allows local agencies to file a certified copy of a final administrative order with a superior court clerk, which will automatically be entered as a judgment, making it easier to collect fines. For certain types of violations—such as unlicensed cannabis operations, substandard housing, and fire hazard infractions—local agencies can now more readily convert administrative penalties into legal judgments. The bill also authorizes local agencies to establish procedures for collecting these fines by placing a lien on the property where the violation occurred, but only after providing extensive notice to the property owner and allowing for administrative and judicial review. The legislation includes protective provisions for property owners, such as requiring reasonable time to correct violations and providing specific conditions for imposing fines, especially in cases involving tenant-controlled properties. Importantly, the bill specifies that these new enforcement mechanisms are additional to existing legal remedies and do not replace them, giving local governments more flexible tools to address regulatory violations.
