This bill would expand Medi-Cal (California's Medicaid program) coverage to include diapers for specific groups of people under certain conditions. Specifically, the bill would provide diapers as a covered benefit for children over 3 years old who have been diagnosed with a physical, mental, neurological, or behavioral health condition causing incontinence, and for individuals under 21 years old if the diapers are necessary to correct or improve a medical condition under the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) standards. The number of diapers covered would be limited to an appropriate supply based on the individual's diagnosed condition and age. Before implementing these provisions, the Department of Health Care Services must seek federal approvals and ensure federal financial participation is available.
