This bill, amending existing California law regarding climate change and organic waste reduction, aims to further the state's methane emissions reduction goals by modifying how local jurisdictions can count certain organic waste products towards their procurement targets. Specifically, it allows local governments to count organic material processed with biosolids and used as a beneficial agricultural amendment towards up to 10% of their procurement target, provided it's processed at an authorized facility using approved technologies, registered as a fertilizing material, and not derived from certain waste disposal activities; the amount counted will be based on the dry weight of the material. Additionally, the bill revises the conditions under which compost produced from certain operations can be counted towards procurement targets, increasing the allowable onsite amounts of feedstock and compost for some composting activities and removing a previous restriction on the total amount of feedstock and compost for smaller operations.
