This bill modifies existing California law regarding organic waste reduction to combat climate change by adjusting how local jurisdictions can meet their recovered organic waste procurement targets. Specifically, it allows local governments to count beneficial agricultural amendments derived from organic waste, which may include biosolids (treated sewage sludge), towards up to 10% of their procurement target, provided the material is processed using approved technologies, meets landfill diversion requirements, is registered as a fertilizing material by the Department of Food and Agriculture, and is not derived from certain waste disposal activities; the amount procured will be calculated by dry weight. Additionally, the bill revises the conditions under which compost produced from certain operations can be counted towards these targets, increasing the maximum on-site amount of feedstock and compost allowed from 100 cubic yards to either 200 cubic yards or, for public agencies, 500 cubic yards, with potential for further increases through regulation.
