This bill requires the Secretary of Homeland Security to conduct a comprehensive threat assessment focusing on potential terrorist risks to the United States from individuals in Syria who are affiliated with foreign terrorist organizations (FTOs) or specially designated global terrorist organizations (SDGTOs). The assessment must include specific details such as the country of origin for these individuals, a description of their affiliated terrorist organizations, and an evaluation of the Department of Homeland Security's capabilities to identify, track, and monitor these individuals. The Secretary must also describe actions taken to mitigate these terrorist threats and prevent such individuals from entering the United States. Within 60 days of the Act's enactment, the Secretary must submit an unclassified threat assessment (with a possible classified annex) to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs, and provide a briefing to these committees. The bill provides clear definitions for key terms like FTOs (organizations designated under the Immigration and Nationality Act) and SDGTOs (organizations designated under Executive Order 13224 as supporting terrorism), ensuring a precise and targeted approach to assessing potential terrorist threats from Syria.
