This bill directs the Director of the National Museum of African American History and Culture to conduct a comprehensive three-year study on Black history education in public elementary and secondary schools across the United States. The study will identify which states and local educational agencies currently require or do not require Black history education, assess the quality of such education through various indicators like classroom discussions, educational activities, and project-based learning, examine the types of instructional materials used, and analyze how schools assess students' knowledge of Black history. The bill defines "Black history" as the study of Black life in the United States and globally, with a focus on African American triumphs and struggles, and "Black history education" as educational activities aimed at improving students' understanding of African descent history, educating about systemic racism and historical injustices like slavery and Jim Crow laws, and raising awareness about preventing hate and discrimination. Upon completion of the study, the Director must submit a report to Congress within 180 days, providing a detailed overview of the findings and insights into the current state of Black history education in the United States.
