This bill, known as the "Shepherd Patterson law," requires healthcare practitioners to provide parents or guardians of minor patients with a medical condition that may cause a disability an informational pamphlet about educational rights. By July 1, 2026, the department of health, in consultation with the department of education, must develop a pamphlet explaining that the minor may be entitled to a free and appropriate public education under Section 504 of the Federal Rehabilitation Act of 1973. The pamphlet, which will be available in English and the six most common non-English languages, will advise parents to contact their school to discuss potential accommodations and the importance of sharing emergency medical information with school personnel. The bill defines a "practitioner" as a licensed healthcare professional acting within their scope of practice. Practitioners may, but are not strictly required, to provide this informational pamphlet to parents or guardians. The law will take effect 120 days after its enactment, with immediate authorization for developing necessary regulations.
