This bill allows schools in New York State, including public school districts, boards of cooperative educational services, county vocational education and extension boards, charter schools, and non-public elementary and secondary schools, to provide and maintain topical hemostatic agents (medical products designed to stop excessive bleeding) at their instructional facilities. The bill permits these schools to administer hemostatic agents during emergencies to students or staff experiencing significant bleeding. Schools that are already authorized to keep epinephrine auto-injectors on-site must also provide teachers with written informational materials about hemostatic agents, which will be created and approved by the state's health commissioner. The law is set to take effect on the first day of July following its passage, and preparatory regulatory work can begin immediately to ensure smooth implementation.
