This bill amends the mental hygiene law to require the development of a comprehensive public anti-stigma mental health education program targeting both the general public and specific underserved populations. The program must focus on reducing stigma and misinformation about mental illness and substance use disorders, and will specifically target groups including Black, Latino, and Asian adolescents, LGBTQ+ individuals, service members and veterans, rural community residents, and other groups deemed appropriate. The goal is to improve public understanding of mental health symptoms, treatment options, and available resources. The program will utilize various communication channels including public forums, social media, mass media, internet, radio, and print advertising, and will include educational materials on the office's website. Importantly, the bill mandates that the program be developed in consultation with local community stakeholders, consumer advocates, and local organizations to ensure the materials are culturally and linguistically appropriate and tailored to the specific needs of each targeted population. The act is designed to take effect immediately upon passage.
