This bill establishes the New York State School Resource Officer Program, allowing various educational entities like public, nonpublic, and charter schools, as well as Boards of Cooperative Educational Services (BOCES), to employ or contract for school resource officers (SROs) to enhance safety and security on school grounds. These SROs, who can be retired or active law enforcement officers, will have primary roles in public safety and security, but can also assist with policy enforcement, technology utilization, community liaison, incident response, emergency drills, educational and mentoring services, and other law enforcement duties deemed appropriate by the school. Part A of the bill also provides for grants to reimburse nonpublic schools for SRO salaries. Part B addresses the employment of retired police officers as SROs, clarifying their status as peace officers. Part C modifies the retirement and social security law to allow retired police officers employed as SROs, school safety officers, or similar positions by a school district or BOCES to earn up to $50,000 annually without impacting their full retirement benefits, an increase from the previous $35,000 limit.
