If the Small Business Administration (SBA) determines that a prime contractor has not used plain writing in their subcontract solicitations, the contractor will have 30 days to reissue the solicitation in plain, understandable language. The bill also requires the SBA to develop implementing regulations within 90 days of the act's enactment. The goal is to make subcontracting opportunities more accessible and comprehensible to small businesses, potentially increasing their ability to compete for and win subcontracts.
