This bill modifies the definition of sustainable aviation fuel (SAF) in Minnesota law by expanding the sources from which such fuel can be derived. Currently, SAF is defined as liquid fuel derived from biomass, but the bill now allows SAF to be produced from additional sources, including gaseous carbon oxides produced from biomass or direct air capture, and green electrolytic hydrogen. The bill maintains existing requirements that the fuel cannot be derived from palm fatty acid distillates and must achieve at least a 50 percent reduction in greenhouse gas emissions compared to petroleum-based aviation fuels. The emissions reduction can be demonstrated using either the Argonne National Laboratory's GREET model, which tracks emissions throughout the fuel production process, or the International Civil Aviation Organization's life cycle methodology. This change aims to broaden the potential sources of sustainable aviation fuel and support more diverse and environmentally friendly fuel production methods in the aviation industry, potentially encouraging innovation and reducing carbon emissions from air travel.
