This bill modifies the executive law to require a two-thirds approval vote by the state senate for certain salary increases that would result in a state officer's salary exceeding the governor's salary. Under the new provisions, if the boards of trustees for these universities want to raise a chancellor's or president's salary above the governor's salary, they must obtain approval from two-thirds of the state senate.
