This bill prohibits state funding for any college where an instructional staff member promotes, encourages, advocates for, or engages in activities on campus in support of a terrorist organization as defined by federal statute (8 U.S.C. § 1189). The bill defines "instructional staff" broadly to include positions such as presidents, deans, professors, instructors, librarians, registrars, and other employees directly involved in student education. If a college has an instructional staff member supporting a terrorist organization, the institution must take "appropriate corrective steps" determined by the education department or risk losing state funding. The commissioner of education is required to notify the college of its ineligibility for state funding and must also inform the budget director when a college is deemed ineligible or becomes eligible again after taking corrective action. This legislation aims to prevent state resources from indirectly supporting activities associated with terrorist organizations by holding educational institutions accountable for the actions of their instructional staff.
