This bill imposes a one-year moratorium on approving permits for small wireless facilities (5G technology infrastructure) in order to conduct a comprehensive study on the potential health, economic, and environmental impacts of 5G technology. During this moratorium, state agencies must continue to receive permit applications but cannot approve them. The bill requires multiple state commissioners to collaborate on a detailed report: the commissioner of health will investigate potential health risks and biological effects of electromagnetic radiation, the commissioner of revenue will assess impacts on property values, the commissioner of natural resources will study environmental and wildlife effects, and the commissioner of commerce will examine liability insurance availability and develop a model ordinance for 5G installations. The report must be submitted to legislative committees by December 1, 2025. If the study finds adverse health effects, the state may require a complete halt to 5G installations until comprehensive risk reduction policies are developed. The moratorium and study requirements become effective immediately after the bill's enactment and apply to all permit applications filed from that point forward, while not affecting already completed wireless facilities.
