The new bill adds a provision that explicitly states these carbon-free standards do not apply to electricity generated outside of Minnesota, effectively allowing utilities to import electricity from out-of-state sources that may not meet the state's carbon-free criteria. This change could potentially give utilities more flexibility in meeting their energy needs while potentially reducing the immediate pressure to transition to carbon-free energy sources within Minnesota. The amendment will take effect the day after it is officially enacted.
