This bill amends the New York State correction law to require wardens or superintendents of state correctional facilities to accept humanitarian aid from state, federal agencies, or municipalities during emergencies. The bill defines "emergency" broadly to include situations such as loss of power, heat, water, or a medical state of emergency. "Humanitarian aid" is defined as material assistance reasonably necessary to alleviate suffering, which can include items like bottled water, medical supplies, supply kits, battery or solar-powered flashlights, blankets, monetary donations, and medical prevention supplies recommended by the Centers for Disease Control and Prevention. The primary goal is to ensure that correctional facility leaders prioritize the safety and well-being of incarcerated individuals, staff, and other on-site personnel by accepting external assistance during critical situations that could compromise their basic needs or health. The bill will take effect immediately upon enactment.
